Kon- Kong Evacuees.

In Syers' letter 8.44663 of 3rd January 1941, Treasury agreed to the charge to United Kingdom funda (Colonial uffice Vote of Credit) of the expenditure incurred on the evacuation of civilians from Hong Kong to Australia.

The Foreign Office forwarded to us a copy ofja statement of account of the expenses incurred by the Consul General at kanila in this connection amounting to Pesos 258,948.94 (232,068.14. 9). The original statement and all relevant supporting documents (with the exception referred to below) are presumed to have been lost in transit to this country, although copies were understood to have been supplied to the naval, military and civil authorities in Hong Kong.

A copy of the claim is enclosed. You will observe that it is Lude out in pesos which are converted at about

8 pesos = á sterling, The only items of which we have any details are Nos. 2(a) and 3(a). A statement has been received from a firm of Accountants who examined the accounts of the Philippine Red Cross Organization (part of the American

National Red Cross).

The statement shows that the amounts

were comprised of the following items:-

Under existing authorities, I think we could accept

as a charge to the Colonial Office Vote of Credit, Sections (1),

and (2) of the statement, subject to agreement with Comptroller and Auditor General as to absence of vouchers (See T.C. 1A/42).
